Who is affected by the new Military retirement plan?

Retired and disabled members would be unaffected and they would still receive current benefits.  When the new Military Retirement Plan is implemented, new Servicemembers would start to receive defined contributions from the Government towards their retirement.  Servicemembers that were already serving under the old (current) military retirement would start to receive the defined contributions from the Government, but they would receive a pro-rated percentage of their old (current) Military Retirement plan.
